PHOENIX--(BUSINESS WIRE)--The Western States Contractors Association (WSCA) today announced the appointment of consultant Matt Capalby as WSCA’s Industry Liaison in Arizona. In his new role, Capalby will serve as the face of WSCA in Arizona—representing union-signatory heavy civil contractors and building strategic relationships with transportation agencies and public officials.

A third-generation Arizona native and military veteran, Capalby brings more than 30 years of experience in Arizona’s political, economic development, and public policy landscape. He has held leadership roles in both state government and local economic development, including serving as Northern Arizona Regional Director for the Arizona Department of Environmental Quality and as Assistant Director of the Mohave County Economic Development Authority.
Capalby’s deep network of contacts across city, county, and state government, along with his decades of experience navigating legislative, land use, and regulatory issues, make him exceptionally well-suited to represent WSCA member companies to the transportation and infrastructure community in Arizona. Most recently, he has worked to support union and progressive interests at the State Capitol and in local communities.
